This page lists official source portals for European Union customs research. It replaces the earlier CSV-style source dump with a readable source directory.
Use these portals as starting points. For transaction-specific questions, check the live official database using the product code, origin, destination, and relevant date.
EU Legal Texts
Official legislation portal: EUR-Lex
EUR-Lex is the main source for EU regulations, delegated regulations, implementing regulations, decisions, consolidated versions, Official Journal publication details, CELEX numbers, and ELI links.
Recommended use: search by CELEX number or use stable ELI links. Check whether you are reading the original act, a consolidated version, or an amendment.
Official legal metadata service: CELLAR SPARQL endpoint
CELLAR can be used to check legal metadata such as CELEX identifiers, ELI links, document dates, entry-into-force data, and relationships between legal acts. It is useful for bulk maintenance, but it is a technical metadata source rather than a reader-friendly legal database.

These pages explain the UCC legal package, guidance documents, electronic systems, customs valuation guidance, special procedures, and other operational topics. They are guidance sources and should be read together with EUR-Lex legal texts.
Tariff, Classification, and Duty Databases
Official tariff database: TARIC consultation
TARIC is the live EU database for tariff measures, duty rates, additional codes, suspensions, quotas, anti-dumping duties, countervailing duties, safeguard measures, import licences, and other product-specific measures.
Dynamic information note: TARIC results depend on commodity code, origin, date, and measure conditions. Do not treat a static page as the final duty answer.
Official tariff quota database: QUOTA consultation
QUOTA provides live quota balances, order numbers, quota periods, and legal basis information. Quota balances change over time.
Official classification support tool: CLASS
CLASS helps locate classification regulations, Combined Nomenclature explanatory notes, case-law references, and other classification materials. It is a support tool, not a replacement for the legal tariff text and TARIC.
Official Binding Tariff Information page: European Binding Tariff Information
BTI decisions bind customs authorities and the holder for the specific goods covered by the decision. Public BTI records can be useful for research, but they do not automatically classify different goods.
Customs Data and Trader Systems
Official trader portal access page: EU Customs Trader Portal
The trader portal is used for customs workflows such as AEO, BTI, INF, and REX. Some functions require login and national access arrangements.
Official customs data model page: EU Customs Data Model
The EU Customs Data Model supports declaration and notification data requirements derived from the UCC framework. It is important for customs software and data mapping.
Official EORI validation: EORI number validation
EORI validation confirms whether an Economic Operators Registration and Identification number is valid. It is an operator validation tool, not a legal source.
Official AEO database: AEO database
The AEO database can be used to check public Authorised Economic Operator information.
Market Access and Origin
Official market access portal: Access2Markets
Access2Markets provides product-specific information on tariffs, taxes, procedures, rules of origin, documents, trade agreements, and export requirements. It is a strong practical lookup tool, but legal conclusions should be traced back to EUR-Lex, treaty text, TARIC, and national customs sources.

Official registered exporter page: REX registered exporter system
Rules of origin and proof of origin are agreement-specific. Check the relevant trade agreement and any product-specific rule for the exact HS code.
Trade Remedies and Sanctions
Official trade defence portal: EU trade defence
Trade defence pages help identify anti-dumping, anti-subsidy, and safeguard investigations and measures. Product-specific measures should be checked in TARIC and the relevant Official Journal implementing regulation.
Official sanctions portal: EU Sanctions Map
The EU Sanctions Map is a practical portal for restrictive measures by country and topic. It is not a substitute for the underlying EU legal acts, which should be checked on EUR-Lex.
Member State Sources
EU customs law is Union law, but national customs authorities remain important for declaration practice, penalties, audits, appeals, excise administration, value-added tax administration, and national restrictions.
