Origin rules determine the economic nationality of goods. They are used for tariff preferences, non-preferential commercial policy measures, origin marking, quotas, sanctions, and trade remedies.

Legal Basis
EU customs origin rules are in the UCC, CELEX 32013R0952, especially Articles 59 to 67. Official link: UCC.
Detailed origin provisions are in the UCC Delegated Act, CELEX 32015R2446, and UCC Implementing Act, CELEX 32015R2447. Commission Implementing Regulation (EU) 2025/1728, CELEX 32025R1728, updates procedures for proofs of origin.

Preferential and Non-Preferential Origin
Preferential origin determines whether goods can receive a reduced or zero preferential duty under an agreement or autonomous preference scheme.
Non-preferential origin is used for measures such as anti-dumping, origin marking, quotas, sanctions, safeguard measures and procurement rules.
Practical Method for Preferential Origin
- Identify the exact product and HS classification.
- Identify the export country and the preference arrangement.
- Check whether the product is wholly obtained or sufficiently worked or processed.
- Apply the product-specific rule.
- Check cumulation rules.
- Check territoriality, direct transport or non-alteration rules.
- Confirm proof of origin requirements.
- Keep supplier declarations and production records.
REX and Origin Documentation
The Registered Exporter system is used for statements on origin under some EU preferential arrangements.
